Candidates

To run for office

Are you considering running for the municipal elections on November 2, 2025?

If you wish to run for the position of mayor or for a position of municipal councilor, please contact the Office of the Returning Officer who will provide you with information on the forms to be completed which are available now.

To obtain the required forms or further information about the municipal election, contact the Office of the Returning Officer at 514 694-4100, ext. 3114.

In Québec, the Act respecting elections and referendums in municipalities governs the entire election process. It provides provisions applicable to candidates.

Élections Québec has produced the guide Running for Municipal Elections for persons who are considering running for the upcoming municipal elections.

The period during which a person may file their nomination paper at the Office of the Returning Officer, duly completed and accompanied by the appropriate documents, begins on September 19 and ends at 4:30 p.m. on October 3, 2025.  Before you go to the Office of the Returning Officer, it is strongly recommended that you make an appointment.

Please note that it is the responsibility of the candidate to verify that they meet the eligibility requirements.

To run as a candidate you must:

  1. Have the right to be registered on the municipal electoral list;
  2. Reside within the municipality’s territory at the time of submitting your nomination paper;
  3. Not be in a situation of ineligibility.

To have the right to be registered on the municipal electoral list, the person must meet all the following criteria on polling day:

  • Be 18 years old or older;
  • Have Canadian citizenship;
  • Not have lost the right to vote due to guardianship;
  • Not have been found guilty of electoral fraud in the past five years;
  • Be in one of the following situations:
    • Be domiciled within the municipality's territory and have been residing in Quebec for at least six months;
    • Be the owner of a property or the occupant of a business establishment located within the municipality's territory for at least 45 days on the date of the election.

Nomination paper

The nomination paper must be supported by the signature of at least:

  • 25 electors if you are running for the position of councilor;
  • 50 electors if you are running for the position of mayor.

We recommend that you obtain more signatures than the number required by the Act to avoid a challenge to the validity of certain signatures.

You can collect support signatures alone or with the help of another person. Only this person and the one intending to run as a candidate are authorized to collect support signatures.

Persons supporting a nomination must be electors of the municipality, but it is not required that they reside in the district where the candidate is running.

Election financing

Political financing procedures before submitting a nomination paper

If, before submitting the nomination paper, you wish to solicit contributions and incur expenses, you must first submit the “Application for authorization of an independent candidate or of an elector who undertakes to run as an independent candidate”.

To obtain the required forms or further information about the election, contact the Office of the Returning Officer at 514 694-4100, ext. 3114
