On-Street Parking zones H1 H2

On-Street Parking ZONES H1 and H2

Following the opening of the Kirkland REM station, the Town of Kirkland has implemented new on-street parking measures in certain residential areas near the station, designated as regulatory Zones H1 and H2. 

Two residential parking zones have been established, as illustrated in the plan below:

  • Zone H1:
    Properties located at 18199 to 18225 Elkas Boulevard

  • Zone H2:
    Properties located on the following streets : Snair, place Raymond, Brien, Discepola, Théorêt, Lafford, Levere, Elkas, and Des Lilas  (see map below)

On streets located within Zone H1 and Zone H2, parking is prohibited Monday through Friday, from 8 a.m. to 6 p.m., unless a valid digital permit has been issued for the vehicle.

Outside of these hours, municipal parking regulations remain in effect at all times. In particular, a vehicle may not be parked for more than four consecutive hours on the same street segment unless a permit specifically authorizing extended parking has been issued.

Permits are valid only within the designated zone and do not allow parking in other areas or zones of the city.

In addition, between November 15 and April 15, when By-law No. 2013-55 prohibits on-street parking between 1 a.m. and 7 a.m., permit holders may park within their designated zone, except when a parking ban is in effect, including during a snowfall or snow removal operations (refer to the Info-Snow section, available from November 15 to April 15).

For RESIDENTS of the designated zones:

  • Online permit, valid for one (1) year and renewable
  • Permit linked directly to the vehicle’s licence plate
  • Permit valid only within the resident’s designated zone (H1 or H2)

When applying, you will be required to provide, among other things:

  • a copy or photo of your driver’s licence;
  • a copy or photo of your vehicle registration certificate.

For visitors, a temporary permit is required to park on the street. This permit is valid for the requested day only. The request must be submitted online by the resident by clicking the following link:

Helpful tip:

For weekday visits (Monday to Friday, 8 a.m. to 6 p.m.), it may be easier for you to temporarily park your vehicle on the street (if you already have your digital permit) and allow your visitors to use your private driveway.

Signage will be installed on the affected street segments to clearly indicate the designated zones and the periods during which parking is regulated.

Enforcement of these regulations will be carried out by Municipal Patrol, using licence plate recognition technology to verify parked vehicles and identify those without a valid digital permit.

 

The Town recognizes that the REM and these new regulated parking zones may have an impact on local residents. Its goal is to ensure that this impact is kept to a minimum. The measures put in place may be adjusted as needed, based on how the situation evolves and on-ground experience.
