On-Street Parking ZONES H1 and H2

Following the opening of the Kirkland REM station, the Town of Kirkland has implemented new on-street parking measures in certain residential areas near the station, designated as regulatory Zones H1 and H2. 

The Town recognizes that the REM and these new regulated parking zones may have an impact on local residents. Its goal is to ensure that this impact is kept to a minimum. The measures put in place may be adjusted as needed, based on how the situation evolves and on-ground experience.

To help preserve the availability of on-street parking for residents living near the Kirkland REM station, the City has implemented specific parking regulations in the H1 and H2 zones.

These measures are intended to limit long-term parking by non-residents and maintain access to on-street parking for residents of the affected zones.

Areas concerned

  • Zone H1:

Civic addresses 18199 to 18225 Elkas Boulevard, highlighted below in orange.

  • Zone H2:

Properties located on the following streets as highlighted below in yellow: Snair, place Raymond, Brien, Discepola, Théorêt, Lafford, Levere, Elkas and des Lilas.

Depending on your situation, you may need either a Resident Permit or a One-Day Visitor Permit.

  • Resident Permit = your own vehicle
  • One-Day Visitor Permit = your visitor’s vehicle

If you live in an H1 or H2 zone and wish to park your own vehicle on the street during regulated parking periods, you must first obtain a Resident Permit.

A Resident Permit is also a prerequisite for obtaining a One-Day Visitor Permit.

About the Resident Permit

The permit:

  • is linked to a specific licence plate;
  • is valid for one year from the date of issue;
  • may be renewed annually;
  • is valid only within the zone associated with the applicant’s residential address;
  • is fully digital. No paper permit or decal needs to be displayed in the vehicle.

Eligibility Requirements

To obtain a Resident Permit, you must reside in an H1 or H2 zone and provide the information and supporting documents required to confirm your eligibility.

Apply for a Resident Permit

Permit applications must be submitted online through the City’s Citizen Portal. 

On your first visit:

1.  sign in using your Google, Microsoft, or Facebook account;

2.  create your Citizen Profile;

3.  select the Resident Permit application and follow the instructions.

You only need to create your Citizen Profile once.

Once your profile has been created, you can use it to access the City’s online services, submit new requests, and track their status.

If you have already created your Citizen Profile, simply sign in to the portal.

If you live in an H1 or H2 zone, you may apply for a One-Day Visitor Permit to allow a visitor to park their vehicle on the street during regulated parking periods.

The permit is issued for the visitor’s vehicle and must be requested by the resident.

About the One-Day Visitor Permit

The permit:

  • is linked to a single licence plate;
  • is valid only on the day for which it is issued;
  • is valid only within the zone associated with the applicant’s residential address;
  • is fully digital. There is no need to print or display any document in the vehicle;
  • requires a new application for each additional day, whether consecutive or non-consecutive.

Eligibility Requirements

To apply for a One-Day Visitor Permit online, you must hold a valid Resident Permit associated with your address.

Do you live in an H1 or H2 zone but do not own a vehicle?
Please contact the Municipal Patrol at 514-630-1234 to obtain a One-Day Visitor Permit.

Helpful Tip

If you already hold a valid Resident Permit, it may be more convenient to park your own vehicle on the street and allow your visitors to use your private driveway.

In the H1 and H2 zones, on-street parking is regulated Monday through Friday, from 8 a.m. to 6 p.m.

Vehicles associated with a valid Resident Permit or One-Day Visitor Permit may be parked within the authorized zone during this period.

The City’s general parking regulations remain in effect at all times. These include the rules described on the City’s Parking and Snow Removal webpages.

Important

  • Resident Permits and One-Day Visitor Permits are valid only within the zone associated with the applicant’s residential address.
  • Posted parking signs must be respected at all times, even by holders of a valid permit.
  • The rules set out on the City’s Parking and Snow Removal webpages apply to all vehicles parked on public streets throughout Kirkland, including in the H1 and H2 zones. Holders of a Resident Permit or a One-Day Visitor Permit must comply with these regulations at all times.
  • From November 15 to April 15, the Snow Info service, accessible from the homepage of the City’s website, indicates whether overnight on-street parking will be permitted or prohibited between 1 a.m. and 7 a.m. for the coming night. This information is updated daily before 4 p.m. and supplements the winter parking regulations, which remain in effect at all times.

Do I need to display my permit in my vehicle?

No. Resident Permits and One-Day Visitor Permits are fully digital. No paper permit or decal needs to be displayed in the vehicle.

How are permits verified?

The Municipal Patrol electronically verifies the licence plates of vehicles parked in regulated zones to confirm that a valid permit is associated with the vehicle.

Can I use my permit in another zone?

No. Resident Permits and One-Day Visitor Permits are valid only within the zone associated with the applicant’s residential address.

Can I apply for a One-Day Visitor Permit if I do not yet have a Resident Permit?

In most cases, a valid Resident Permit is required to apply for a One-Day Visitor Permit.

However, if you live in an H1 or H2 zone and do not own a vehicle, please contact the Municipal Patrol at 514-630-1234. This exception is described in the "How do I obtain a One-Day Visitor Permit?" section.

How can I find out whether on-street parking is permitted during the winter?

Between November 15 and April 15, the Snow Info line, accessible from the City’s homepage, indicates whether overnight on-street parking will be permitted or prohibited between 1 a.m. and 7 a.m. for the coming night. This information is updated daily before 4 p.m.

Does my H1 or H2 permit allow me to park at the Kirkland REM station?

No. On-street parking in the H1 and H2 zones and parking at the Kirkland REM station are two separate programs that require separate registrations.
