Parking

Parking on Public Roads

Parking on public roads is permitted on most residential streets in the Town, provided that all applicable regulations are respected. Compliance with these rules helps prevent the issuance of fines and contributes to the proper maintenance of streets, particularly during the winter season, by facilitating snow removal, street cleaning and the circulation of emergency vehicles.

It is essential to keep the roadway free of any vehicle or obstacle that could interfere with municipal operations. As such, garbage, recycling and compost bins, as well as sports equipment such as basketball nets, must always be placed on private property and not on the public roadway.

This by-law complements the provisions of the Highway Safety Code and governs, among other things:

  • sector-specific signage in effect in residential neighbourhoods
  • speed limits applicable throughout the Town (Appendix A).

Parking Rules

The specific regulations governing parking prohibitions are set out in Chapter III of By-Law No. 2013‑55.

On-street parking is permitted in most residential areas, provided that posted signage and all regulatory conditions are respected.

It is prohibited to park a road vehicle:

  • in violation of signage prohibiting or restricting parking or stopping
  • for more than four consecutive hours on the same block, except where permitted
  • between 1:00 a.m. and 7:00 a.m., from November 15 to April 15, except where permitted (refer to Snow Info)
  • during a snow removal operation
  • during a snowfall when an accumulation of 2.5 cm has occurred on the roadway or within 12 hours following such snowfall
  • where temporary “No Parking” signs have been installed by the Town

for the purpose of selling the vehicle or using it for advertising

It is also prohibited to park a road vehicle:

  • in a park or on land belonging to the Town
  • between the curb and the nearest property line
  • in a municipal parking lot unless the driver is on the premises of a municipal building or an adjacent park
  • on Saint‑Charles Boulevard
  • on a sidewalk

In any public or private parking area, it is prohibited to park a vehicle:

  • in a manner that occupies more than one parking space
  • in an area not designated for parking
  • in violation of posted signage or applicable rules

Use of Streets

The specific regulations governing the use of streets are set out in Chapter IV of By‑Law No. 2013‑55, as well as in certain provisions of By‑Law No. 2013‑54 (Nuisances) and By‑Law No. 2013‑57 (Snow Removal).

It is prohibited, among other things, to:

  • wash or repair a vehicle on the street
  • install or place sports equipment, such as basketball nets, within the street right‑of‑way
  • travel on streets or sidewalks while attached to a vehicle
  • damage, move or alter traffic signs
  • remove a statement of offence affixed to a vehicle
  • erase chalk markings or other marks placed on vehicle tires
  • park outdoors a vehicle that is not registered for the current year or that is inoperable
  • loiter or sleep in a parked vehicle

Idling

Idling a road vehicle is basically letting the engine run when it is parked or not in use. This practice is not only harmful to the health, but also to the environment and the vehicle itself.
