To ensure snow removal operations can be carried out efficiently and streets can be cleared effectively, vehicles must not be parked on the street during snow removal operations or in the hours following a snowfall. Garbage and rolling bins must also be removed from the roadway to avoid obstructing snowplows.

How is snow removal carried out?

Snow removal on Kirkland’s approximately 120 km of streets is carried out by a contractor retained by the Town. Municipal employees are responsible for:

• Applying salt and sand on streets and sidewalks;
• Maintaining municipal parking lots during the winter season.

Priority given to main arteries

During significant snowfalls, operations begin on the main routes:

• Saint-Charles Boulevard
• Hymus Boulevard
• Brunswick Boulevard
• Sainte-Marie Road
• Anse-à-l’Orme Road
• Trans-Canada Highway service roads

Residential streets are cleared afterward. We thank you for your patience during these operations.

When do operations begin?

• Less than 2.5 cm of accumulation : As soon as precipitation begins, crews apply salt and sand to main roads, sloped and curved streets, and sidewalks.
  
  
• More than 2.5 cm of accumulation : Once snow accumulation reaches 2.5 cm on the ground, snow clearing operations begin throughout the road network and salt is applied as needed.

Overnight parking on public streets is prohibited between 1 a.m. and 7 a.m. from November 15 to April 15. However, it may be permitted when conditions allow, that is, in the absence of snowfall and snow removal operations.

Check Snow Info every day

From November 15 to April 15, residents must check the Snow Info section (blue button at the top of the website) every day to find out whether overnight parking is permitted for the coming night. Information is updated daily before 4 p.m.

When a property owner hires a contractor to clear a driveway, the owner remains responsible for ensuring that the contractor complies with all applicable regulations when carrying out snow removal work.

Applicable regulations

In Kirkland, snow removal on private property is governed by By-Law No. 2013‑57 respecting Snow Removal.

This by-law applies, among other things, to:

• Driveways;
• Roofs;
• Other private surfaces;
• Obligations related to municipal snow removal operations (public roads, sidewalks, etc.);
• Snow removal contractors’ activities.

Residents and contractors must comply with the provisions of the by-law whenever carrying out snow clearing activities on private property.

Snow disposal

It is prohibited to throw, push, or blow snow from a private property onto:

• The roadway;
• A public right-of-way;
• A neighbouring property.

All snow removed from a property must remain on that same property.

Any snow removal contractor must obtain a snow removal permit from the Town before carrying out any snow clearing or snow removal operations within the municipality.

Contractor requirements

Snow removal contractors must:

• Hold a valid annual permit from October 15 to April 15;
• Display a valid seasonal sticker in each vehicle used;
• Install driveway markers no earlier than November 1;
• Remove driveway markers no later than April 15;
• Ensure that all markers display the company name and telephone number.

Obtain a snow removal permit

A $200 fee applies.

Corner lots

Owners of properties located at intersections must ensure that snowbanks never obstruct motorists’ visibility. Failure to comply may result in:

• The Town requiring the snow to be removed within 24 hours;
• The work being carried out by the Town at the owner’s expense if the snow is not removed within the prescribed timeframe.

Snow forts, castles and slides

Snow forts, tunnels, and slides built near the street can pose significant safety risks for children.

Drivers and snow removal equipment operators may have reduced visibility, particularly during winter storms.

Children are strongly encouraged to play:

• In the backyard;
• On the side of the property;
• Away from the roadway and snow removal operations.

Eligible repairs will be assessed in the spring and, where applicable, carried out at the expense of the contractor responsible.

Please note that the Town is not responsible for damage resulting from snow being blown onto the municipal right-of-way located between the roadway and the property line.
