AFM Policy and Action Plan

for Youth, Families, Seniors, and Persons with Disabilities

In order to effectively respond to the evolving needs of its citizens, the Town of Kirkland has adopted an integrated policy combining the Age-Friendly Municipality (AFM), Municipal Family Policy (MFP), Youth Policy, and Policy on the Inclusion of Persons with Disabilities. This inclusive approach reflects the very essence of our community: a city where every individual - regardless of age, abilities, background, or family situation - plays an essential role in collective life.

This integrated policy aims to structure and formalize the mechanisms for assessing and monitoring citizens across the territory. It establishes guiding principles, clarifies the roles of stakeholders, and defines the procedures required to ensure a coherent, respectful, and effective approach.

Within this framework, the systematic assessment of seniors’ autonomy is a key tool for adapting municipal services and responding more precisely to the needs of this population. Integrating the AFM approach into municipal operations allows for a better understanding of community realities while promoting social inclusion, safety, and the well-being of citizens.

Six (6) priority areas of intervention were identified in the development of the action plan for the coming years, based on current challenges and the needs expressed by consulted citizens. These areas are as follows:

  2. Public Spaces, Housing, and Living Environments
  3. Recreation, Culture, and Community Life
  4. Mobility and Transportation Safety
  5. Health and Well-being
  6. Safety and Community Resilience
